Google has recently restricted access to the apps of international eSIM providers Airalo and Holafly for users in India, citing non-compliance with existing telecom policies in the country. This move was reportedly done in response to directions issued by the Department of Telecommunications (DoT) to both Google and Apple. While Google has already blocked downloads of the apps on the Google Play store, Apple is yet to take similar action. According to a report by Moneycontrol, Google has restricted downloads of Airalo and Holafly for users in India due to the lack of required No Objection Certificate (NOC) from the DoT. The DoT, in accordance with its revised policy, had directed Google and Apple to block downloads of these apps in India since they did not possess the necessary approvals to operate in the country.
The DoT’s revised policy, which came into effect in January 2022, states that foreign operators must obtain a NOC from the DoT in order to sell or rent international roaming SIM cards to customers in India. As stated on the DoT’s website, only 22 providers have been granted an NOC as of September 30, 2023. In addition to being registered as an Indian company, providers must prove that the international cards are used outside India, collect necessary identification documents from customers, and provide security agencies with monthly reports containing detailed information about SIM card usage.
The restriction imposed by Google has made it impossible for users to download Airalo and Holafly apps from the Google Play store on Android smartphones. However, these apps are still accessible on iOS devices via the App Store. This implies that discussions are ongoing with Apple to block access to these apps on their smartphones in India, which indicates that the apps may also face future restrictions on iOS.

These apps provide users with a convenient way to access calling and data services while traveling abroad, eliminating the need to purchase local SIM cards in each destination.
