The issue of overcrowding in British jails has reached a critical point as a plan known as Operation Early Dawn is set to be implemented. This emergency plan aims to address the lack of space in prisons by holding defendants in prison cells for longer periods until space becomes available, particularly if they are remanded in custody after their court appearance.
Operation Early Dawn, a long-standing plan, is anticipated to begin on Monday morning, as disclosed by sources. This plan could potentially result in the delay or adjournment of court dates at short notice, affecting the judicial process. The intention behind this operation is to ensure that only the most serious offenders are brought to court, as prison space is limited and needs to be reserved for those who truly need to be incarcerated.
The recent riots and disturbances across the UK have led to a surge in arrests, exacerbating the issue of overcrowding in prisons. The number of spaces within the prison estate has been dwindling, particularly in regions like the North East and North West. Prisoners from these areas may need to be transferred hundreds of miles away from their homes due to the lack of space, adding to their hardship and isolation.
The Ministry of Justice has acknowledged that violence and self-harm rates in prisons have reached “unacceptable” levels due to overcrowding. A damning inspection of HMP Wandsworth in southwest London highlighted the chaotic and appalling conditions within the facility, attributed to poor leadership. To alleviate the overcrowding and free up space, Justice Secretary Shabana Mahmood has proposed reducing the proportion of a sentence before parole eligibility from 50% to 40%.
